As part of the IFAD-funded project ‘Regional Training Facility for Scaling up of Pro-poor Value Chain Programmes’, a regional training network (RTN) is being created to strengthen the potential for scaling up and to provide a sustainable platform through which Centres of Excellence (CoEs) in training on the topics of Value Chains and Market Systems Development (VC and MSD) can grow, thrive and provide training and support for capacity development that will be crucial to the success of VC-related activities. The RTN will start with members based in 7 countries in Asia including: Bangladesh, China, India, Indonesia, Laos, Myanmar, Vietnam. With support from Project Coordination Unit (PCU), a management board comprising representatives of all CoEs will be established to govern and lead the operation of the Regional Training Network.
What benefits can my institution expect as an RTN member?
Member CoEs of RTN will be able to:
- Receive support toidentify clients for training amongst relevant IFAD-funded projects and any in-need project on Value chain development from other institutions in the countries where the CoEs are based (through their IFAD, Helvetas and Hivos contacts in the project;
- Receive ToT training on the latest Value Chain Development methods, Monitoring & Evaluation and project management basing on results of the Training Demand Assessment conducted with member CoEs, in order to improve capacity of your own training institution;
- Operate under a recognized brand throughout the region that member CoEs can use for their own marketing to sell their services to identified clients including IFAD partners and other institutions in their respective national contexts;
- Keep up with the evolving topics of Value chain developmentand related training by having access to and dialogues with RTN CoEs based in other countries
- Be a part of research team with other national academia to undertake policy research which can be used to develop relevant policy briefs and recommendations within their country and regionally;
- Benefit fromeach other’s and the project’s curriculum development andtraining impact assessment as the project unfolds. This will save each of them significant resources as they will not all have to independently develop such curricula
- Participate in the RTN’s annual meetings, policy dialogues at national and international levels and online platform for knowledge and information exchange with other Centers of Excellence
What obligations would my institution have as an RTN member?
As with any network, its success depends on the interest of its members to help it evolve and serve the needs of network members. In order to do this, members should be prepared to:
- Participate in governance discussionsaround how the RTN should function, what should be suitable business model for member CoEs to collaborate
- Share experiences, challenges and successescoming from their trainings. This will not only benefit other members, but it will promote a culture where all members share such experiences and thereby benefit all RTN members
- Share training materialswith other RTN members. There are of course limitations in terms of language, but in a context of sharing curricula, the original training institution can benefit by using revised curricula and documentation developed by other RTN members
- To contribute anannual membership fee to build the Training Capital Fund of RTN at a rate discussed and agreed by all member CoEs during the RTN Establishment workshop. This Training Capital Fund will be used as “revolving fund” to sustain the network after the project’s life span
How does my institution start?
- The RTN will be launched in an Establishment workshop for CoEs who have accepted the invitation from project implementers to participate. This workshop will take place in October 2016 and will include the following:
- Establishment a management board and nominating representatives as board members
- Discussion on the establishment of a Training Capital Fund as “revolving fund” to sustain the network
- Finalization of a collaborative framework for member CoEs in RTN
- Training for RTN members on using the online platform set up for RTN. This will allow all to develop their skills for online dialogues, sharing and accessing documents, and getting to know each other and the VC and MSD training environment in the region
- Overview and discussion of available VC and MSD training curriculaand approaches amongst RTN members
- Sharing experiences of successes and challenges related to VC and MSD training
- Co-creation of an agenda for the RTN for the coming 6-12 months (including questions such as: What do we want RTN to do? What do we expect to do together? How can we leverage the existence of RTN to help us do better training in our respective countries? How will we learn from project experiences of the people and organisations we train?)
