This document outlines a methodology for a cost-benefit analysis (CBA) model in In the spirit of open policy making by HM Treasury in the United Kingdom. It is designed to simplify and to lower the cost of performing CBA in the context of local programmes to improve public services where analytical and research resources may be relatively limited.

Published in April 2014 it is a reference document that is being used in the analysis of on-going investments made in the Tonga Rural Innnovations Project as part of an M&E exercise in preparation for the Mid-Term Review palnned for March 2015.
