| "CONSULTANT FOR IMPACT ASSESSMENT OF APMAS PROJECT |
| DURING October 1, 2013 - November 30, 2013 |
The project was envisaged to build capacities of IFAD funded projects in five (initially four) Asian countries, Cambodia, India, Indonesia, Laos and Vietnam, on three broader thematic areas, namely:
1. Gender Mainstreaming: To gender-sensitize project staff and stakeholders, provide knowledge and tools for gender analysis and gender-sensitive project planning and implementation, and build momentum for existing good practices
2. Community-Driven Development: To ascertain specific gaps in the application of participatory methodologies within their local context, and develop appropriate learning interventions that enable projects to involve vulnerable stakeholders
3. Project Management: To prepare staff to use standardized tools and techniques of effective project life-cycle management, particularly for winding up projects, preferably using hands-on exposure to project management information systems
Several capacity building trainings, coaching, workshops and visits by experts have been undertaken each year, as per the needs of these projects.
The project started with a comprehensive exercise of “Professional Development Needs Assessment” (PDNA), which, in its in-depth analysis, recommended the areas that need improvement in these projects. The PDNA outcomes also validated the APMAS design, and validate the respective countries’ project reviews from early 2009.
Since then, an annual need assessment is done at the beginning of every year with each country projects, in order to chart out a plan of intervention each year by APMAS.
Now, towards the end of the project, it is very imperative to evaluate the impact of the intervention carried out by APMAS activities on project management capacity.
To assess the pre and post intervention:
1. Impact on the participant (managers of IFAD supported projects) in the three main thematic areas.
2. Impact on the management capacity of project/organization
3. Changes in stakeholders’ perceptions of the participants and projects’ performance
4. IFAD’s (APMAS project’s) impact, in terms of outreach, quality enhancement and replicability of this kind of intervention in this region
III. SPECIFIC TASKS
1. Review of literature
2. Design impact assessment study and methodology
3. Tool development (Questionnaires, FGD pointers, check lists, etc)
4. Data collection and analysis: Online and onsite data collection in each project area. Data interpretation and analysis.
5. Report writing.
1. Overall Impact assessment of the project and completion of the final report.
V. TIME AND DURATION
From October 1, 2013 - November 30, 2013
Tool development and report writing will be home based, meetings with project staff and Principal Investigators at AIT, Thailand and data collection in the project countries.
