Experience in Sainthamarthu Housing Programme

 

Communities participated Owner Driven Housing Programme at Karawahuwattai, Sainthamaruthu.

This housing scheme is located at Karawahuwattai, Sainthamaruthu – 15 of Sainthamaruthu Divisional Secretary Division in Ampara District in Eastern Sri Lanka . Sainthamaruthu Divisional Secretary Division had been affected by Tsunami.

Still 800 families live in refugee camps without permanent shelters out of 30 families were resettled in 2010.  Total allocation were Rs. 22.5Mn and each house unit cost was Rs 0.75mn.   

Issues;

·         800 Tsunami affected families are still living in refugee camps.

·         affected people  in refugee camps are facing many problems (small temporary cottage which are  very hot, poor environment, social and economic issues),

·         Government is spending money for water supply, electricity supply and refugee camps maintain cost,

Details of this activity

·         No. of Houses – 30

·         Total Allocation – 22.5Million

·         Total Expenditure – 23.6 Million

·         Technical advice by NHDA.

 

 

Methods of Implementation

·         Formed a management committee of 30 beneficiaries,

·         Committee collected money from each beneficiary and purchased construction material in lower price in bulk and transported by themselves.

·         Beneficiaries utilized their manpower as unskilled labour.,

Outcomes

·         30 houses constructed

·         Allocated amount for a house was 0 .75 Mn Rs. but currently each house valued around 1.2Mn Rs. Due to their labour, material contribution and savings due to bulk purchases.

·         Good quality houses match with beneficiary requirements.

·         Skills they got working in their sites.

·         Houses are in  high quality compare with donor driven houses constructed by other agencies.

 

This programme is Owner Driven and money released to  beneficiary’s individual bank account. District Programme Management Unit of IFAD staff  discussed with 30 beneficiaries and relevant staffs regarding community participation , planning and monitoring.
