The Annual Review is being undertaken in recognition of the fact that the COSOP is a living flexible document and, as such, is subject to iterative amendments over time to reflect changes in country priorities, policies and ground realities. The main purposes of the Annual COSOP Review Mission is to (i) track the COSOP’s impact on development effectiveness (including a review of achievement against the COSOP results management framework); (ii) examine the appropriateness of the strategies and approaches for achieving strategic objectives; (iii) Assess the relevance of strategic objectives to the current policy context and situation (iv) align itself with key donor agencies and partners; and (v) examine the institutional support and implementation arrangements for the COSOP.
It will have a format of a seminar where a number of presentations will be presented and discussed in short sessions offering ample opportunities for interaction and learning from each other. In addition to the presentation of the specific conclusions of the COSOP review mission, the workshop participants will also discuss a number of presentations supported by background papers on Pro-poor policies, potential for scaling up; models of delivery of agricultural development services; project implementation and management models in the evolving context of decentralization. The workshop will be facilitated by a team of two specialists in Creative Problem Solving and will have communication coverage by an IFAD Staff.
The project leading agencies and the project implementing agencies of all previous, ongoing and future IFAD financed investment projects, development partners, NGOs and the farmer representatives from Prey Veng, Svay Rieng, and Preah Vihear province are invited to attend the workshop. The poor farmer representatives will get the support from the Communication Specialist in facilitating their voice to be heard and to provide specific insights on the topics discussed at the workshop.
