The Country Programme Management Team (CPMT) meeting of Smallholder Agricultural Competitiveness Project (SACP) was held on 19 June 2017 at Economic Relations Division (ERD) in Dhaka. The Additional Secretary of Coordination and Nordic wing( ERD) Sultana Afroz chaired the meeting. IFAD Country Programme Office (CPO) Sherina Tabassum, FAO Representative in Dhaka Sue Lautze, representatives from the Ministry of Agriculture and development partners attended the meeting. The meeting discussed different observations made by the Ministry of Agriculture regarding the design of SACP.
The Key observations included the process of recruitment of Project Director, Marketing Facilitator and Consultants; construction of project office; project contribution; cost sharing between IFAD and the Government of Bangladesh; formulation of Project Steering Committee and the engagement of FAO. The meeting strongly recommended that SACP should support nutrition sensitive agricultural extension and also align to the seventh five year plan and SDGs in addition to the COSOP. The meeting agreed to address the unsettled issues during the upcoming appraisal mission.
The first design mission of SACP took place in March 2017. IFAD will fund USD 65.4 million to this new project which would support smallholder farmers in Bangladesh increasing their incomes and livelihood resilience through demand-driven productivity growth, crop diversification and marketing in a changing climate condition. SACP includes four components: (i) Enhanced production of High Value Crops (HVC) and technology adoption; (ii) Processing and marketing HVC; (iii) Climate resilient surface water management and (iv) Project management. It will be implemented by the Ministry of Agriculture while Food and Agriculture Organization (FAO) will provide technical support.
